The Department of the Interior and Local Government (DILG) applauds the reinstatement of deleted Facebook posts.

MANILA, Philippines — The Department of the Interior and Local Government (DILG) applauded Facebook’s (FB) decision to restore deleted posts on Thursday, following complaints from various groups, including the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), about the company’s community standards implementation.

In a statement, DILG spokesperson Undersecretary Jonathan Malaya said, “While Meta has now restored the messages, substantial issues remain about the social networking site’s impartiality and integrity in exercising censorship and fact-checking in its widely-used platform.”

Given the importance and influence of social media in the country, Malaya believes Facebook must improve its transparency efforts, particularly in defining what constitutes a violation of its community standards.

“They must provide a detailed explanation of which statistic is employed in the algorithm that prompts automated blocking, warning, or flagging. What, for example, is the nature of the ‘technical anomaly’ that allegedly/allegedly caused the accounts and posts to be blocked? Unless the ‘technical irregularity’ is clearly explained, it is quite likely that human interference occurred in this case “he stated

He added there are still doubts about what controls Facebook has put in place to prevent its technology from being used for nefarious reasons, as well as what resources they have devoted to their Philippine operations to promote platform safety.

He said that the public has a right to know who and what these “independent” fact checkers do, as well as how they impact the system’s algorithms.

“We are well aware that Facebook/Meta is a private entity and that it may posit that it can do whatever it wants,” Malaya said. “However, in the exercise of his rights and in the performance of his duties, every person must act with justice, give everyone their due, and observe honesty and good faith,” Malaya said.

Malaya said they are pushing Facebook to be transparent and engage with stakeholders in the Philippines to improve its service to Filipino customers to dispel any doubts that there was any injustice, bad faith, or dishonesty.

“The explanation supplied thus far is imprecise, and it does not reveal what efforts are now being done to ensure that it does not happen again,” he continued.

Delfin Lorenzana, Secretary of the Department of National Defense (DND), previously stated that the DND is behind NTF-ELCAC vice chair and National Security Adviser Hermogenes Esperon in voicing the Filipino people’s worries about the possibility of armed communist insurgency.

“Rather than constraining the government’s attempts to create awareness and enlighten the public about topics of national significance, Facebook, as a significant social media platform, should seriously consider enhancing its systems to promote the truth,” he said.

Esperon chastised Facebook for reporting his post for suspected infractions on April 14th.

Esperon’s message, which was blocked by Facebook, called on Filipinos to unify against the communist insurgency and any parties that support the New People’s Army (NPA), the armed branch of the Communist Party of the Philippines (CPP).

The United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines have all designated the CPP-NPA as a terrorist organization.

The NDF was officially legally labeled as a terrorist group by the Anti-Terrorism Council on June 23, 2021, identifying it as “an integral and independent part” of the CPP-NPA, which was established in April 1973.
