Eastern Mindanao’s new ARTA office ensures the convenience of doing business.

DAVAO CITY, Philippines – Officials pledged seamless government service and ease of doing business in Eastern Mindanao with the inauguration of the Anti-Red Tape Authority (ARTA) Office in this city on Wednesday.

The newly opened ARTA office in this city is the first in Mindanao and the first outside of Luzon.

“For the benefit of our constituents, we completely endorse ARTA’s vision.” “We expect that your presence here will contribute in the streamlining of government processes for the business sector and the strict execution of anti-red tape,” acting city top executive Vice Mayor Sebastian Duterte said during the office’s opening.

Jeremiah Belgica, Director-General of the ARTA, expressed gratitude to Davao City officials for their warm welcome and encouraged the people to study and benefit from RA 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

“I realized we have this fantastic, great law… “Ang batas ay magandang lamang kung ating mai-implement,” Belgica remarked.

Undersecretary Carlos Quita, for one, believes that ARTA will require both public and private sector assistance to be mitigated.

“We are committed to carrying out our mandate of empowerment and enforcement.” And we believe that the only way to minimize red tape is through collaboration, and engagement with the public and private sectors,” Quita stated during his speech.

ARTA officials made a courtesy visit to Davao City Administrator Zuleika Lopez earlier on Wednesday when they addressed the city’s pilot run of the e-ARTA Complaints Management System (CMS).

Davao City, according to Belgica, could serve as a model city for the local implementation of national policies such as the Philippine Good Regulatory Principles (PGRP), Regulatory Impact Assessment (RIA) for municipal ordinances, and the Whole-of-Government (WOG) Reengineering Manual.

Lopez gave ARTA the opportunity to operate a satellite desk at city hall in exchange.
