MANILA – Additional honoraria for instructors who worked extra hours to fix technical malfunctions and other concerns during the May 9 elections would be contingent on money, according to the Commission on Elections (Comelec) on Sunday.

“The first prerequisite is that finances are available…

Second, any additional honoraria granted by the Commission must comply with DBM [Department of Budget and Management] rules, accounting rules, auditing rules, and COA [Commission on Audit] guidelines,” said acting Comelec spokesperson John Rex Laudiangco in a press conference on Sunday.

“It would be unreasonable if we couldn’t at least offer them more honoraria to compensate for their greater pagod and the delays they encountered,” he continued.

The increased honorarium is currently awaiting en banc approval by the Comelec commissioners.

The additional honoraria, according to Laudiangco, will not be less than PHP2,000.

“If my memory serves me correctly, the figure was PHP2,000 in 2019.” That’s 2019. He stated that “no decision has been made for the 2020 election.”

The Department of Education (DepEd) has previously proposed to the Comelec that instructors who worked longer hours on election day be paid an additional PHP3,000.

DepEd has also requested that election duty honoraria and other payments be released on or before May 24.

The failure of over 1,900 vote-counting machines (VCMs) around the country marred the May 9 elections, causing the Comelec to decide against using them in future elections.

When voting precincts were meant to close at 7 p.m., several people were still in line to cast their votes.
