Three bills creating multispecies marine hatcheries have been signed.

MANILA – President Rodrigo Roa Duterte has signed three laws establishing multispecies marine hatcheries in the provinces of Palawan, Iloilo, and the Dinagat Islands under the supervision of the Department of Agriculture’s Bureau of Fisheries and Aquatic Resources (BFAR-DA).

On Barangay Sta. Lucia, Puerto Princesa, Palawan, Republic Act 11734 provides a central multispecies marine hatchery in the city environmental estate.

According to the law, the BFAR-DA shall transfer control of the central multispecies marine hatchery to Western Philippines University (WPU) through a memorandum of agreement within five years after its establishment (MOA).

The BFAR-DA must execute a training and phasing-in program for WPU personnel on the management and operation of the central hatchery with the help of the Southeast Asian Fisheries Development Center Aquaculture Division.

RA 11735, which establishes a satellite multispecies marine hatchery in the municipality of Batad, province of Iloilo, was also signed by Duterte.

According to the law, the BFAR-DA shall transfer control of the satellite multi-species marine hatchery to the Northern Iloilo Polytechnic State College (NIPSC) through a MOA within three years of its formation.

The BFAR-DA must develop a training and phase-in program for NIPSC workers on how to manage and operate a satellite multispecies marine hatchery.

The BFAR-DA and the NIPSC must continue to conduct research and testing on marine species breeding and production, particularly as it relates to local conditions, in order to develop new methods and technology that will assist the fisheries industry.

He also signed Republic Act 11736, which establishes a multispecies marine hatchery in the municipality of Basilisa, Dinagat Islands province.

According to the law, the BFAR-DA must hand over control of the multispecies marine hatchery to the Basilisa local government within two years of its MOA construction.

The BFAR-DA must implement a training and phase-in program for local government staff responsible for the management and operation of the multispecies marine hatchery.

It must continue to perform research and experimentation on marine species breeding and production, particularly as it relates to local conditions, in order to identify new methods and technology that will improve the fisheries industry.

On April 27, 2022, all laws were signed.
