DA reclaims command over NIA.

MANILA – President Rodrigo Roa Duterte signed an executive order (EO) returning the National Irrigation Administration (NIA) to the Department of Agriculture’s supervision (DA).

On April 25, Duterte signed Executive Order 168, which transferred the NIA from the OP to the DA.

“In order to respond to these problems and prepare the path for the modernization and industrialization of the agricultural sector, there is a need to utilize the country’s water resources,” the EO said.

The EO also stresses the importance of integrating important agencies in the agricultural sector, such as the NIA, “in the performance of their respective governmental duties.”

The Governance Commission for Government-Owned or -Controlled Corporations (GCG) is mandated under EO 168 to investigate the NIA Board of Directors’ reformation.

The GCG is also required to make its suggestion on the reorganization of the NIA board members to the OP through the Executive Secretary.

“The DA Secretary is hereby designated as Acting Chairman of the NIA Board pending the submission of the GCG’s recommendation,” EO 168 stated.

The NIA was established under Republic Act 3601 to assure the extension of irrigated farmlands in order to boost crop production, increase farmer productivity, and stabilize the supply of farm commodities.

EO 165 was signed in 2014, transferring the NIA’s supervision and authority from the DA to the OP.

The order stated, “All orders, rules and regulations, and issuances or sections thereof conflicting with this Order are forthwith repealed, changed, or modified accordingly.” “If any provision of this Order or any part of it is ruled unlawful, illegal, or unconstitutional, the remaining provisions shall remain in full force and effect.”

EO 168 goes into effect right now.
