No time for a ‘learning curve’ for the next crop of agricultural executives: DA

MANILA – On Tuesday, a Department of Agriculture (DA) official urged the next crop of government agriculture executives to follow the Duterte administration’s agricultural strategy rather than starting from scratch.

DA Undersecretary Fermin Adriano stated the new administration is welcome to use the strategic plan that they have produced, particularly the National Agriculture and Fisheries Modernization and Industrialization Plan, during a virtual press conference (NAFMIP).

“As I previously stated, there is no time for a learning curve for the next agricultural officials because we are now facing a crisis, a food crisis; this is not a drawing [a hoax], this is reality; it is increasing, as the price of fertilizer has tripled, our corn [price] has doubled, and the price of petroleum has also doubled. So there’s clearly a food security danger,” he remarked in a combination of Filipino and English.

According to Adriano, the NAFMIP strategy not only intends to maintain stability in the face of a looming food crisis, but also to boost global competitiveness among local farmers and fishermen by increasing production in the country with the help of the private sector.

He added that the scheme may potentially increase farmers’ and fishermen’s revenue while also benefiting consumers.

“The ultimate goal is to boost agricultural productivity, which means we want farmers and fishermen to be efficient producers in order to compete,” he explained. “By efficient, we mean bigger harvest, but they will sell to consumers at a reduced price.”

He stated that a reduced consumer price for rice is possible and that neighboring countries are already doing it.

“Go to Thailand or Vietnam; they have more rice production, which is why they can sell it at PHP24, PHP25 in Vietnam, and when you look at the consumer pricing, it’s PHP24, PHP25 simply because their manufacturing cost is only PHP6 to PHP8,” he stated in Filipino.

Agriculture Secretary William Dar previously informed the next government that the detailed NAFMIP will be provided to implement modernization aimed at short- to long-term development in Philippine agriculture.

According to the DA, this will address the Philippines’ important problem of poor agricultural production, which has resulted in a low contribution to the country’s economic growth.

For the first quarter of 2022, the Philippine Statistics Authority recorded a -0.3% contraction in the country’s agriculture and fishery.
