The Senate sends COCs and ERs to the House of Representatives.

MANILA – The Senate handed over 156 of the 173 certificates of canvass (COCs) and election results (ERs) to the House of Representatives at the Batasang Pambansa in Quezon City on Monday, accounting for 90.17 percent of the total.

Senate security officials and staff began prepping the ballot boxes containing COCs and ERs Sunday night, according to the Senate Public Relations and Information Bureau (PRIB), and loaded them into 11 armored trucks and two armored personnel carriers of the Armed Forces of the Philippines (AFP).

“On Tuesday, May 24, the Senate will continue receiving the remaining COCs,” according to the PRIB.

It is predicted that 17 more ERs and COCs will arrive in the Philippine Senate in Pasay City.

The decision to transfer the COCs and ERs was taken as the Senate and House of Representatives prepare to meet in a joint session on Tuesday to act as the National Board of Canvassers (NBOC) for the presidential and vice-presidential elections and announce the winners.

The new president and vice president will be sworn in on May 27 or 28, according to Senate President Vicente Sotto III and House Speaker Lord Allan Velasco.

Former Senator Ferdinand Marcos Jr. received about 30 million votes, according to partial and unofficial statistics from the Commission on Elections (Comelec) transparency server, while Vice President Leni Robredo came in second with over 14 million votes in the previous presidential election on May 9.

In the vice presidential contest, Davao City Mayor Sara Duterte has received almost 30 million votes, with Senator Francis Pangilinan, Robredo’s running partner, coming in second with 8.8 million votes.

Canvassing will be secured by cops.

On Tuesday, the Philippine National Police (PNP) will deploy cops to the House of Representatives in Quezon City to ensure that the presidential and vice presidential elections are canvassed.

Lt. Gen. Vicente Danao Jr., PNP officer-in-charge, said during a press conference at Camp Crame on Monday that police are prepared for probable street protests by groups that have yet to accept the election results.

“We have at least one company there (House of Representatives) to secure the entire region; that is the only thing they will be guarding, Congress,” Danao stated.

Both chambers have a constitutional obligation to meet as an NBOC to tally ballots and announce the victors of the country’s two highest offices.

Electoral fraud was claimed by some protesters, although the Commission of Elections and poll monitor Parish Pastoral Council for Responsible Voting have already debunked these claims.

Danao told police to be as tolerant as possible while dealing with protestors, but he also urged people to follow the guidelines for protesting.

“Everyone has the right to air his or her grievances. Karapatan natin lahat yan, but since ako nakikiusap, let us do it in a suitable forum. (They have the right to do so, but I urge them to do it in a proper venue.) “Danao explained.

Protesters have also been told that police will not hesitate to disperse demonstrators in places where they are not permitted to congregate.

“If ay bawal lalong lalo na ‘yung canvassing area,’ talagang bubuwagin kayo diyan (If the area is not allowed, especially the canvassing area, then we will disperse you). So I’m pleading with all those rallyists to exercise caution and restraint “Danao explained.

Rally organizers must obtain the requisite licenses from the concerned local government units (LGUs) and verify that they can police their own ranks to prevent violence, according to Maj. Gen. Valeriano de Leon, Director for Operations.

De Leon stated that sufficient police personnel would be deployed at the Senate in Pasay City and the House of Representatives in Quezon City to maintain peace and order.
