PRRD is expected to sign the remaining critical bills, according to Go.

MANILA – Senator Christopher Lawrence “Bong” Go said on Tuesday that he expects President Rodrigo Roa Duterte to sign into law the remaining laws aimed at improving Filipinos’ lives before his term expires on June 30.

During the resumption of the session on Monday, the Senate unanimously approved Senate Bill No. (SBN) 2423, or the Private Security Service Industry Act, repealing the 52-year-old Republic Act 5487, or the Private Security Agency Law.

“Ako naman po, kung anumang panukalang batas na makakatulong naman po sa ating mga kababayan, sa interes ng bawat Pilipino, suportado ko po yun,” Go stated during a tour and outreach program for fire victims in Barangay North Bay Boulevard South in Navotas City.

SBN 2423, co-authored by Go and Senator Ronald “Bato” Dela Rosa, aims to reform the regulation of the private security services business and the safety of Filipino security guards.

Dela Rosa thanked his colleagues, including Go, for their work on the bill, which also aims to improve the protection of Filipino security guards by developing ladderized training and education, such as basic security guard courses, specialized security guard courses, security officers training courses, detective training courses, and candidate protection agent courses.

“I am delighted that my Senate colleagues understood what I was trying to convey: that the urgency of this bill is not apparent on the surface.” Instead, the urgency is found in the virtually invisible, underappreciated acts of its stakeholders β€” our security officers, guards, and all of our security professionals,” he explained.

Dela Rosa, the former chief of the Philippine National Police, had promised his colleagues that the law will ensure that private security firms are 100 percent Filipino-owned as a bulwark to national security in the Philippines.

Dela Rosa believes that the private security industry must improve while still protecting the requirements of Filipino security personnel.

“It is my sincere wish, and I believe it is also the hope of this body,” he said, “that the private security services industry will develop even more as a result of this action, as well as the success of every individual security professional.”

Section 4 of SBN 2423 mandates that private security firms be owned and operated entirely by Filipinos, and that they employ no more than 2,000 private security personnel.

Any public security agency (PSA) or entity that operates without a valid license to operate will be fined PHP1 million to PHP5 million, with fines ranging from PHP50,000 to PHP100,000 for PSAs or entities operating with an expired license or any person practicing private security without a valid license or expired license.
