Biliran applauds the adoption of legislation establishing a cultural center and museum.

TACLOBAN CITY, Philippines – A solon said on Friday that the passage of a law establishing the Biliran Cultural Center and Museum will assist promote the country’s fourth-smallest province’s cultural heritage.

Biliran Lone District Rep. Gerardo Espina, Jr. announced on Facebook that the House bill for the Biliran Cultural Center and Museum, known as Republic Act 11772 “An Act Establishing the Biliran Cultural Center and Museum in the Province of Biliran, Defining Its Purposes and Objectives, and Appropriating Funds Therefor,” has been approved and enacted into law.

“This bill will protect and preserve our province’s unique cultural heritage and legacy, which will be treasured for generations to come,” Espina continued.

President Rodrigo R. Duterte signed three laws on May 25, one of which is the construction of the facility in Biliran. Kalinga and Misamis Oriental have other cultural centers and museums.

Given the richness of their legacies and their relevance to their contemporary and future aspirations, the cultural center and museum will serve as the institutional medium for the protection, preservation, presentation, and promotion of Biliran Island’s and its people’s cultural, artistic, archaeological, social, historical, religious, and philosophical heritage.

The Biliran province government must supply the land required for the construction or formation of the main arena, as well as supporting offices and facilities for the three cultural institutions and museums.

According to Espina, the center is desperately required in the province because historical items and objects are dispersed throughout the province’s communities.

The center will be responsible for compiling musical notes and lyrics for Biliran traditional songs, ballads, and contemporary music compositions, as well as collecting samples of Biliran-made musical instruments; publishing and disseminating Biliran literary works, epics, stories, and historical accounts; and compiling Biliran literature, film or audio-visual recordings of cultural performances in music, dances, oral literature, and festival celebrations.

The Biliran Cultural Center and Museum is also tasked with collecting and documenting Biliran religious practices and traditions, as well as the history and origins of Biliran fiestas and festivals, and compiling photographs of Biliran landmarks, historical sites, and scenic views for display inappropriate exhibits.

Another is to collect archaeological artifacts, stones, rocks, and other geological materials, as well as samples of flora and fauna native to the province of Biliran.
