PH supports the International Labor Conference’s appeal for safe and healthy workplaces.

MANILA, Philippines β€” The Philippine delegation at the 110th Session of the International Labor Conference (ILC) in Geneva is pushing for the inclusion of safe and healthy working conditions in the International Labor Organization’s (ILO) Framework of Fundamental Principles and Rights at Work, as the world of work grapples with the impact of the Covid-19 pandemic.

The Philippine delegation to the ILC, led by Labor Secretary Silvestre Bello III, will begin a 15-day debate on labor-related topics, including workplace safety and health, apprenticeships, and the social and solidarity economy.

“Our Philippine delegation in this international labor parliament is working hand in hand with the ILC to ensure that safe and healthy working conditions are included in the International Labor Organization’s (ILO) framework of fundamental principles and rights at work.” “Our responsibility and devotion to the lives, health, and dignity of employees cannot be overstated now more than ever,” Bello said in a statement on Sunday.

The ILC began on May 27 and will conclude on June 11th.

The conference will also address the social and solidarity economy, as well as the international standardization of quality apprenticeships, which the ILO defines as “a unique kind of technical vocational education and training that combines on-the-job training and off-the-job learning.”

Bello is joined by Undersecretaries Benjo Santos Benavidez, Renato L. Ebarle, Randy B. Escolango, Assistant Secretary Ma. Teresita S. Cucueco, Executive Director Noel C. Binag, and Director Ma. Consuelo S. Bacay from the Department of Labor and Employment’s labor relations and occupational health and safety clusters.

12 labor members from the Kilusang Mayo Uno, Trade Union Congress of the Philippines, Sentro ng mga Nagkakaisa at Progresibong Manggagawa, and Federation of Free Workers, as well as 13 from the Employers Confederation of the Philippines, are also present at the DOLE.

This year’s ILC is expected to include a broader ILO Declaration on Fundamental Principles and Rights at Work, which advocates for the inclusion of safe and healthy working conditions.

The ILO Declaration on Fundamental Principles and Rights at Work, which was issued in 1998, binds Member States to respect and promote four categories of principles and rights, regardless of whether they have ratified the applicable Conventions.

Freedom of association and effective acknowledgment of the right to collective bargaining, the prohibition of forced or compulsory labor, the abolition of child labor, and the abolition of job and occupation discrimination are the four categories.
