Manila: On Monday, the House of Representatives passed a bill establishing archipelagic sea lanes (ASLs) in Philippine waters.

The house approved House Bill 10814, which intends to ban arbitrary foreign passage throughout the Philippine archipelago, with 186 votes.

The bill designates sea lanes and air routes for foreign ships and aircraft to pass through or over its archipelagic waters and territorial sea.

It also outlines the rights and responsibilities of international ships and aircraft using Philippine ASLs.

Deputy Speaker Rufus Rodriguez said the bill is consistent with UNCLOS, which the Philippines signed.

Rodriguez stated the state may require foreign ships exercising the right of innocent passage through its territorial waters to employ sea lanes and traffic separation schemes “for the safety of navigation.”

It penalizes noncompliance with the proposed law and current fisheries, environmental, customs, fiscal, immigration, and sanitary regulations.
