No contact measure stalled in House
MANILA β A law banning physical contact in traffic stops passed final reading in the House.
During Monday’s plenary session, 180 MPs voted in support of House Bill 10811, the No Contact Traffic Apprehension (NCTA) Act, which mandates the use of road monitoring technology to apprehend traffic violations.
The measure intends to curb bribery, corruption, and authority abuse by traffic enforcers using physical or face-to-face apprehension while reducing their exposure to road hazards.
The measure tags the driver’s license instead of the vehicle’s registration and alerts the Land Transportation Office of the violation.
Law-abiding drivers will be rewarded every five years if their license is free of demerits, as established by Republic Act No. 10930 or the Land Transportation and Traffic Code.
According to Republic Act No. 10173 or the Data Privacy Act of 2012, drivers’ and other road users’ data may be shared across authorized traffic agencies.
It also gives the NCTA a transition period.
