The LTFRB will use ‘mystery riders’ to check for overcharging in the TNVS.

MANILA, Philippines — Following complaints of overcharging passengers, the Land Transportation Franchising and Regulatory Board (LTFRB) plans to deploy “mystery riders” on transport network vehicle services (TNVS).

The LTFRB claimed in a statement on Thursday that TNCs have been charging “excessive fees” beyond the fare structure mandated by Memorandum Circular (MC) No. 2019-036.

“In the coming days, the LTFRB wants to deploy mystery riders to check on TNC and TNVS operators’ compliance with the right fare structure and the MC’s terms and conditions,” it stated.

The raid follows a complaint to the LTFRB alleging that a TNC was charging as much as PHP1,000 for a one-way “priority billing fee.”

It stated, “The LTFRB is now investigating the said complaint.”

Under Joint Administrative Order 2014-01, any TNCs and TNVS operators found in breach of the LTFRB’s fare structure would face fines and penalties.

The fares for TNVS are PHP40 flag down rate for sedans plus PHP15 per kilometer (km) and PHP2 per minute, PHP50 flag down rate for premium AUVs and SUVs plus PHP18 per km and PHP2 per minute, and PHP30 flag down rate for hatchbacks and subcompacts plus PHP13 per km and PHP2 per minute, all under MC No. 2019-036.

“All forms of TNVS are subject to a surge fee of double the total of fare per kilometer and per minute travel,” it stated.

On May 24, accredited TNCs E-pick Me Up, Joy Ride, My Taxi PH (Grab), and Cloud Panda received warning letters for charging exorbitant fares.

TNCs are expected to make the rate structure visible before the possible passenger approves the journey, according to MC No. 2015-016-A, also known as the Terms and Conditions of a Certificate of TNC.
