DILG: Poll winners will not be able to take office until the SOCE has filed

DUMAGUETE CITY – Poll winners in the May 9 elections will not be able to take office until their separate Statements of Contributions and Expenditures (SOCEs) have been filed with the Commission on Elections (Comelec).

Based on a memorandum circular from the Department of the Interior and Local Government, Marc Concepcion Asentista, Election Assistant of the Comelec-Negros Oriental provincial office and appointed as in charge of the SOCE file, said thus (DILG).

Before taking office, the winning candidates must provide a certification from the Comelec stating that they have truly filed their SOCE.

As of Wednesday, 24 candidates had filed their SOCEs for various elective seats at the provincial level, according to Asentista.

The SOCE filing deadline is June 8 at 5 p.m. There will be no extensions for losing candidates, and fines will be imposed.

“If the winning candidates do not make the deadline, they will be granted six months to comply, but they will not be able to take the oath and be installed into office by the end of this month,” Asentista added.

Candidates for provincial elective positions, such as governor, vice-governor, board members, and congressional representatives, must file their SOCEs with the Comelec-Negros Oriental province office, while candidates for municipal elective positions must file with the local Comelec offices.

Candidates for governor (four); vice governor (one); board members (15); and congressional candidate (four) have all filed SOCEs, according to records at the provincial Comelec office (four).

According to Asentista, 19 provincial candidates have failed to register their SOCEs.

In a letter dated June 6 to the Comelec province office, DILG-Negros Oriental provincial director Farah Gentuya also requested a copy of the provincial winners’ certifications on or before June 13.
