DBM backs the right-sizing of government organizations and staff

Amenah Pangandaman, secretary of the Department of Budget and Management (DBM), stated on Wednesday that the department backs the Marcos administration’s push for a lean, effective, and responsive government staff.

A proposal to rightsize the bureaucracy is being polished for submission to Congress prior to the President’s State-of-the-Nation Address, according to Pangandaman in an interview with DZBB (SONA).

Rightsizing’s overall goal is to make organizations more agile and responsive in their response to changing circumstances. The overall goal of this rightsizing is to have a tiny bureaucracy that is flexible and responsive to this modern age. Aayusin po ng programang ito ‘yung mga ahensya na mayroong repeated functions or overlapping functions. This scheme will streamline the operations of the agencies that perform similar or overlapping tasks, she said.

According to Pangandaman, the proposal for rightsizing would decide which of the 187 government organizations—GOCCs—with a combined workforce of nearly 2 million people can be simplified by merger, reorganization, or abolition.

According to her, the government will be able to save money with the planned rightsizing, which could then be utilized to fund important projects like the construction of urgently needed infrastructure, social services, health-related programs, and agriculture, among others.

“Halimbawa po, kung 5 percent po ang maapektuhan ng programa, ang katumbas po nito ay PHP14.8 billion po kada taon na matitipid natin sa ating personnel services,” she continued. “(For example, if 5 percent will be affected by this program, this is equivalent to PHP14.8 billion every year that we can save on our personnel services.)”

According to Pangandaman, people who may be impacted by the rightsizing may apply for roles that will be created.

She added that employees will also be given access to a retraining program so they can apply for open roles. Those who choose to retire will be provided with the necessary retirement benefits.

However, the plan for rightsizing does not apply to positions in the teaching and associated fields, in the health sector, in the medical field, or in the military or other uniformed services.
