Solon suggests the infrastructure development initiative “Build, Build More”

To assure the continuity of the infrastructure projects under the “Build, Build, Build” program, a legislator filed a joint resolution on Thursday announcing the adoption of “Build, Build More” as a national framework for infrastructure development.

Rep. Joey Salceda of Albay said in his filing of House Joint Resolution 6 that the Marcos government had demonstrated its political commitment to continuing the expansive infrastructure development program that the Duterte administration had started.

The “Build, Build More” program, which will prioritize completing infrastructure projects that have already been implemented or are being prepared for implementation by the Duterte administration and other previous administrations, is proposed in the resolution as a framework for national infrastructure development.

According to Salceda, “appropriate planning and design, sufficient funding, efficient implementation, and timely and effective completion of infrastructure projects will be crucial to economic recovery from the crippling effects of the Covid-19 pandemic and the accompanying global economic slowdown.”

In accordance with the resolution, the President shall direct the establishment of a list of outstanding important and urgent infrastructure projects at various levels of completion and present it to Congress.

Within 90 days of the inventory’s submission to Congress, the infrastructure cluster of the Cabinet must present a plan for completing all of the listed projects by June 30, 2028.

The “Build, Build More” initiative will develop infrastructure projects through a medium-term infrastructure program that will be collaboratively developed by the Cabinet’s economic development and infrastructure clusters and announced by the President, according to the resolution.

The resolution also establishes a target for infrastructure spending of at least 5% of GDP for the fiscal years 2023 through 2028, with a goal of eventually reaching 6% of GDP.

According to Salceda, the government must finance the construction of new infrastructure in the most economical way possible.

He said that it may look at a range of funding options, such as very advantageous official development support, the issuing of bonds that would benefit market circumstances, and public-private partnerships and joint ventures.

Secretary of Public Works and Highways (DPWH) Manuel Bonoan previously stated that President Ferdinand R. Marcos Jr. ordered the prioritization of infrastructure that would support the government’s policy for ensuring food security in light of the rising cost of living.

According to President Ferdinand R. Marcos Jr.’s instructions, the new administration will continue to pursue expensive projects under the “Build, Build, Build” Program, Bonoan added.

According to Bonoan, infrastructure initiatives that benefit farmers, such as farm-to-market routes coordinated with the Department of Agriculture, should be prioritized.

Additionally, he stated that projects for agency convergence and regional connectedness are an important priority.

In order to strengthen the nation’s road network, the DPWH will continue to collaborate with the business sector through its public-private partnership initiative, according to Bonoan.

At the same time, he gave the public the assurance that he “would lead by example” in encouraging professionalism among his coworkers and said that the department welcomes sage public input and suggestions.
