In order to resolve the problem of paying its PHP98 million outstanding on the purchase of coronavirus disease 2019 (Covid-19) vaccinations from AstraZeneca Pharmaceuticals Philippines Inc., the local city administration is asking the national government for help.

The mayor’s office has already obtained the original copy of the purchase agreement from the manufacturer, Alfredo Abelardo Benitez stated on Friday.

“A copy was sent to us yesterday. We are now investigating it. It came from AstraZeneca. Currently, it is being researched. We’ll see what can be done, but since it’s a three-way agreement, I’ll ask for government help to settle this account,” he told reporters.

Benitez will consider all of the possibilities and “decide accordingly on what’s best for Bacolod.”

After the vaccine manufacturer’s representative recently met with him to request payment for the final 434,000 doses that the city has not yet formally received, the mayor stated he has asked for the City Legal Office to evaluate the purchase agreement with the manufacturer.

The city government had acquired 650,000 doses of the Covid-19 vaccine from AstraZeneca during the previous administration led by then-mayor Evelio Leonardia.

The City Health Office has only received and used 216,000 of the total dosages.

Out of the overall PHP163 million purchase price, the local administration had already paid an initial PHP65 million.

Benitez had previously stated that he preferred not to pay for the remaining immunizations because he preferred to utilize the funds for projects for Bacolodnons.

Following Republic Act 11525, local governments are permitted to purchase the vaccines under a tripartite arrangement between the pharmaceutical industry, the Department of Health, and the National Task Force on Covid-19.
