The Commission on Human Rights (CHR) declared on Saturday that the start of face-to-face instruction is essential to protecting the right to accessible and high-quality education.

The CHR stated it is equally crucial to guarantee the safety of students, educators, and school workers despite the ongoing Covid-19 pandemic as the Department of Education (DepEd) prepares for the start of physical education classes in most schools on August 22 as the new academic year begins.

According to Jacqueline Ann de Guia, executive director of CHR, the education sector must also be ready for the introduction of coronavirus variations that pose new hazards.

De Guia also applauded Vice President and Education Secretary Sara Duterte’s “compassionate” decision to waive the uniform requirement, which will lessen the financial burden on families.

According to De Guia, “This is a compassionate policy that takes into account the financial struggles of poor families that are unable to pay the cost of uniforms due to the rising prices of products and commodities as well as the economic limitations caused by the pandemic.”

CHR also backs legislation that would “encourage specific strategies to defend the right to education and protecting the right to health in educational institutions” in the House of Representatives.

According to De Guia, the Safe School Reopening Bill includes important safety measures that would guarantee the wellbeing of students and staff during physical education lessons.

According to her, it is essential to guarantee that learning spaces have adequate ventilation, on-campus medical facilities and supplies, human resources for health, financial support for private educational institutions to implement safety measures, the Covid-19 testing program for students and staff, as well as assuring that there will be a medical fund for the free treatment of students and staff.

It’s also noteworthy that the bill aims to give health security, which will let students and educators work and learn without worrying about the potential financial repercussions of Covid, she continued.

House Bill 203, which attempts to boost teacher pay, is supported by CHR in the same way.

According to her, this will guarantee that educators receive fair compensation in line with other government employees who have just received pay raises.

Given the current escalating inflation and peso depreciation, she added, “many instructors take on additional odd jobs to sustain their families.”
