Senator Win Gatchalian stated that Congress should investigate the effects of the ongoing conflict between Russia and Ukraine on the country’s energy security and affordability in light of this week’s increase in gasoline pump prices.

Gatchalian noted in Senate Resolution No. 78 that the sharp rise in oil and coal prices has had a ripple effect on the domestic market, with weekly rises in local pump prices occurring consistently.

Gatchalian noted that diesel pump prices had risen by 49% to PHP75.92 per liter in May from PHP50.95 per liter in January, and that gasoline prices had increased by 22% to PHP77.71 per liter in May from PHP63.58 per liter in January.

According to him, there was a major scarcity of public transportation during that time since many drivers of public utility vehicles decided not to travel their customary routes and because provincial buses and taxis were only operating at 20 to 30 percent capacity.

In a news release on Thursday, Gatchalian stated that Congress needed to be informed of the short-, medium-, and long-term effects and implications of the Russian invasion of Ukraine on the Philippine economy, particularly with regard to the nation’s oil supply and the effects of persistently high global oil and coal prices on domestic oil and petroleum products.

In order to find specific programs and solutions from the Department of Energy and other pertinent government agencies to lessen the impact of the Russia-Ukraine crisis on the nation’s oil supply and prices, Gatchalian, the chairman of the Committee on Energy in the 18th Congress, held a hearing in March.
