The country’s adoption of a hybrid election system is a possibility that the Commission on Elections (Comelec) is open to.

George Erwin Garcia, chair of the Comelec, stated on Thursday that he sees nothing wrong with the upcoming national elections being conducted partially manually and partially automatically.

Garcia is also hoping that a bill requesting the use of hybrid polls will be amended by parliamentarians and made into law.

Senator Imee Marcos argued for the introduction of a hybrid electoral system during the 18th Congress.

To ensure that all vote tallying is done in full view of the public and is available for video recording and live streaming for future fact-checking, the system under then Senate Bill No. 7, or the Hybrid Election Act, filed in July 2019, will entail the manual tallying of votes at the precinct level.

The election body is required to implement an automated voting system per Republic Act 9369.

In national and local elections held between 2010 and 2022, the Comelec employed an automated voting technology called the Precinct Count Optical Scan (PCOS) and Vote Counting Machines (VCMs).
