George Erwin Garcia, chair of the Commission on Elections (Comelec), pleaded with lawmakers on Tuesday to increase funding for the honoraria paid to poll workers, the majority of whom are educators.

After President Ferdinand Marcos Jr. vetoed the law exempting the honoraria from taxes for election workers, Garcia made the appeal to the members of the House Committee on Suffrage and Electoral Reforms.

He claimed that by allocating more money in the national budget to improve election-related compensation, lawmakers may aid in compensating the efforts of individuals who work during elections.

In a statement, Garcia pleaded with the members of Congress, saying, “We at the Commission on Elections are appealing to you, our honored members of Congress, and I hope you will be able to award an additional boost in their honoraria because their tax exemption was eliminated.”

The committee’s organizational meeting was held on Tuesday, and the head of the polling organization as well as other Commission representatives were present. The meeting was presided over by Mountain Province Lone District Representative Maximo Dalog Jr.

Garcia’s proposal seemed to find favor with the assembled lawmakers.

The law that sought to bar poll workers’ honoraria from tax deductions was previously vetoed by President Ferdinand Marcos Jr. because he believed it went against the government’s broader tax reform plan.

A withholding tax of 20% was applied to the honoraria and benefits received by poll workers in May 2022.
