Pass regulations for Bangsamoro development, PBBM informs BTA

On Thursday, President Ferdinand “Bongbong” Marcos Jr. encouraged the Bangsamoro Transition Authority (BTA) to approve laws intended to advance the Bangsamoro area.

Marcos made the call during his first trip to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) after taking office.

Marcos underlined the necessity of passing crucial laws for the development of the BARMM during the formal opening of the BTA Parliament session in Cotabato City.

In his keynote address, Marcos stated, “I also urge the BTA to pass laws that would ensure the welfare of the Moro people, notably in agri-fishery, healthcare, transportation, communication, digital infrastructure, and e-governance.”

Marcos emphasized the necessity of passing all pertinent fiscal policy laws, particularly taxation.

The BTA is a governing body charged with passing priority measures by implementing Republic Act (RA) 11054, also known as the historic Bangsamoro Organic Law. The BTA comprises 80 members chosen by the President (BOL).

The remaining priority codes listed in RA 11054, including the Bangsamoro Administrative Code, Bangsamoro Revenue Code, Bangsamoro Electoral Code, Bangsamoro Local Governance Code, Bangsamoro Education Code, and the Bangsamoro Civil Service Code, must be passed during the transition period, according to the BTA.

Marcos received a guarantee from BTA Chief Minister Ahod Ebrahim, who was reappointed as the BTA Parliament’s presiding officer, that the priority codes would be passed by the end of 2022 or the first quarter of 2023.

Rest certain, Mr. President, that we will finish completing all transitional tasks and set up the administration so that it is both prepared for a calm and orderly election in 2025 and also able to continue transforming the BARMM into a progressive and responsive region.

Ebrahim pointed out that the BTA plans to submit more than 20 measures once the formal session of the parliament gets underway.

He included the following bills: the Energy Development Corporation of the Bangsamoro Chapter, the Magna Carta for Persons with Disabilities, the Internally Displaced Peoples Law, and the Gender and Development Code.

Morally upright and forward-moving BARMM

The ratification of the Bangsamoro Transition plan, according to Marcos, is one of the “cornerstones of BARMM moral self-governance.”

He conceded that the Bangsamoro region’s achievements are simply “a peek of what will happen in the future.”

He expressed excitement for the BARMM’s complete metamorphosis into a “morally upright and progressive” zone.

“However, despite the Bangsamoro’s already amazing advances, I always believe this is just the beginning. We will observe that those efficiencies will come in as we continue to formalize the structure and institutionalize the operations of the Bangsamoro administration, “added Marcos.

I look forward to realizing your vision to actualize a united and enlightened self-governing, peaceful, just, morally upright, and progressive Bangsamoro [with] the establishment of your offices and their functions, he continued.

Additionally, Marcos promised that the Bangsamoro peace process would continue to be his administration’s top priority.

He declared that the Payapa at Masaganang Pamayanan (PAMANA) program, which aims to pursue community-driven development initiatives in the nation’s distant, conflict-ridden regions, will continue to be implemented by the government.

The BTA and the Bangsamoro people can be assured of this administration’s complete and unshakable commitment to the peace process and to BARMM, he remarked in his capacity as your president.

Marcos repeated his desire for the BARMM to hold free and fair elections in 2025.
