Mayor Alfredo Abelardo Benitez has reestablished the Bacolod Anti-Smoking Task Force (BASTF) to continue the implementation of the city’s anti-smoking law after it was suspended at the start of the coronavirus disease 2019 (Covid-19) pandemic.

Benitez, who chairs the task force, and Councilor Simplicia Distrito serve as vice chairmen. “The BASTF was constituted before, and its action team was created to implement the law but ultimately ceased its activity owing to the onset of the epidemic,” Benitez stated.

According to a copy of Executive Order (EO) 34-22 issued by the city administration on Monday, the BASTF will continue to enforce, monitor, and execute the legislation while adding new members to ensure that it is always free from interference from the tobacco business.

It will also run educational awareness initiatives, information dissemination programs, and capacity development activities to inform the public and train law enforcement officials.

As the task force’s chair, Benitez will direct the enforcement of all anti-smoking laws, including the regulation of e-cigarettes, as well as oversee the activities of the action officer and the action team.

The mayor has tasked the city administrator to oversee non-compliant cigarette product disposal, implementation and enforcement, and provide frequent status updates.

Additionally, he charged the city health officer with issuing official citations to law enforcement officials, designating a hotline or other number where violations may be reported, and charging the city legal officer with assisting the task force in reviewing reports and complaints and providing any necessary legal assistance concerning the ordinance.
