A house bill to increase teachers’ pay has been filed.

In honor of World Teachers’ Day on October 5, Quezon City Representative Patrick Michael Vargas filed a measure on Monday to raise the pay grade level for educators in public schools.

The House Bill (HB) No. 4070 proposal would raise the minimum wage grade level for teachers in public schools from Salary Grade (SG) 11, which is currently PHP25,439, to SG 19, or PHP49,835.

Those in higher positions will subsequently have their wage grade levels changed appropriately.

According to Vargas, “many instructors still struggle with the financial demands of their profession as they continue to provide our pupils with a high-quality education despite the difficulties due to rising living expenses.”

Since the 18th Congress, teacher associations have pushed for pay hikes, claiming that Republic Act No. 11466, often known as the Salary Standardization Law of 2019, was insufficient to maintain their living standards in the face of inflation and the pandemic.

Despite protests from teachers’ unions, the committee rejected similar legislation submitted in the 18th Congress, which was not passed.

Vargas stated, “We must acknowledge the commitment and ensure the retention of qualified teachers by guaranteeing that their compensation is appropriate with their workload.

Currently, at least 15 measures in the 19th Congress are pending in the House Committee on Appropriations and aim to raise teachers’ pay across the nation.

As part of the celebration of National Teachers Month, Vargas, a member of the Committee on Appropriations, has introduced several pro-teacher bills, including the Teaching Supplies Allowance Bill (HB 4072), Distant Public School Teachers Incentive Bill (HB 4073), Health Care for Teachers Bill (HB 4074), and Housing Program for Teachers Bill (HB 4075).

Rep. Vargas’ brother, now-incumbent QC Councilor Alfred Vargas, re-filed the salary increase for teachers bill and other pro-teacher legislation during the 18th Congress.

In honor of World Teachers Day, Vargas said, “I hope we honor and fairly reward our wonderful teachers who shape the minds that shape the nation.”
