OP extends coterminous employees’ and executives’ tenure till December 31.

By memorandum order (MO), the Office of the President (OP) has extended the terms of all coterminous employees and officials until December 31 of this year.

The terms of OP employees and officials are extended through December 31, 2022, under MO 7, signed by Executive Secretary Lucas Bersamin on September 27 with the President’s approval, unless their appointments are “sooner revoked, resignations accepted, replacements appointed, or reappointments issued.”

“In the exigency of service and to prevent any disturbance in the delivery of government services,” Bersamin stated, “MO 7 was issued.”

Monday’s flag-raising event featured Bersamin urging his fellow government employees to uphold their oaths of service.

If the public servant does not dedicate themselves to this kind of deliberate ovations, their public service becomes pointless and empty. He said that as we carry out our tasks and fulfill our obligations, we must make an effort to uphold the law in whatever we do.

Bersamin urged government personnel to carry out their duties “sincerely and compassionately.”

“We must be real when we show sympathy. If we are not sincere in our hearts, we do not serve the objective of being compassionate, he continued.

In the meantime, Bersamin was commended for signing the MO by Director Andrea Maila Ordanez of OP’s Human Resource division.

“Sir, it is incredibly difficult to be in that state of limbo, particularly during this year’s Christmas season when all of us are wishing for a merry Christmas; it is hard to be there,” she remarked.

The Palace extended the term of office for designated officers-in-charge (OICs) of departments, agencies, and bureaus to December 31 in Memorandum Circular No. 3, published in July.

The next-in-rank and most senior person in government offices, departments, agencies, and bureaus without an appointed head is designated as OIC under MC 3, which is an addition to MC 1.

According to MC 3, all OICs of departments, agencies, bureaus, and offices, non-Career Executive Service officials who are employed in Career Executive Service positions, and contractual or casual workers who are covered by the order must continue to carry out their responsibilities until December 31 or until a replacement has been appointed, whichever comes first.
