As soon as legislation delaying the elections is passed, the Commission on Elections (Comelec) stated on Monday that it is prepared to move the filing of Certificates of Candidacy (COC) for the Barangay and Sangguniang Kabataan Elections (BSKE).

“If it is signed, the Commission en banc will discuss it and decide whether or not to stop filing COCs by October 22. After Commissioners Nelson Celis and Ernesto Ferdinand Maceda Jr. took the oath of office in Pasay City, Comelec chairperson George Erwin Garcia addressed the media. “There may be problems if they were able to file COC, which might generate misunderstanding,” he added.

From October 22 to October 29, 2022, BSKE filings will be accepted.

However, the head of the polling organization stated that the only reason for a potential halt in the ballot printing process is to change the election date.

If we cease printing the ballot, the sole goal is to create a new template. To reflect the revised BSKE date,” he remarked.

Early this month, the Comelec began producing about 92 million votes, including 24,457,363 ballots for young voters and 67,061,585 for village voters.

In addition to official ballots, the election board would print additional accountability forms at the National Printing Office in Quezon City for use in the village and youth polls.

The legislation moving the December 5 BSKE to the final Monday of October 2023 has already been approved by the Senate and the House of Representatives.

Before becoming a law, the measure needs President Ferdinand Marcos Jr. to sign it.
