Government to reveal “concrete” steps to address rising oil prices.

According to Malacanang on Tuesday, the government is anticipated to reveal its “concrete” plans and initiatives to combat the skyrocketing cost of fuel.

This came about after President Ferdinand “Bongbong” Marcos Jr. examined the repeated requests for the suspension of the excise tax on petroleum goods during the 11th Cabinet meeting on Tuesday at Malacanang Palace.

Marcos and his Cabinet are considering several “solutions,” according to Press Secretary officer-in-charge Cheloy Garafil, to lessen the impact of fuel price increases on the public transportation sector.

She stated, “They are examining choices, and in due course, they will announce specific plans and initiatives to address that issue. Nagku-consider sila ng mga option and in due course, mag-a-announce sila ng mga.”

However, Garafil withheld additional information regarding the government’s plans.

On Sunday, several transportation organizations renewed their call for the government to halt the excise tax collection on petroleum products temporarily.

According to Ricardo Rebao, head of the Federation of Jeepney Operators and Drivers Association of the Philippines, the postponement is a “win-win solution,” stressing that it is preferable to enact another round of fare hikes that will only burden commuters.

The government now levies an excise tax rate of PHP10 per liter for gasoline and PHP6 per liter for diesel after Republic Act 10963, also known as the Tax Reform for Acceleration and Inclusion (TRAIN Law), was signed.

Rep. Leody Tarriela of Occidental Mindoro presented a bill last week to implement progressive excise duty on fuel to mitigate the effects of high gasoline and diesel prices.

The excise tax would gradually reduce as fuel prices rise per Tarriela’s House Bill 3628.

The law suggests that the excise duty be set at PHP10 if the cost of unleaded premium gasoline per liter is PHP50 or less. Every PHP5 increase in the price per liter will gradually reduce by PHP1 until the excise tax is only PHP4 when the price per liter is PHP75 or more.

If the cost per liter of diesel is PHP50 or less, the excise duty is set at PHP6.

On the other hand, Senator Sherwin Gatchalian reaffirmed the plea for institutionalizing gasoline subsidies to guarantee that the affected sectors will continue to exist whenever fuel prices rise.

If price increases persist, he encouraged the Land Transportation Franchising and Regulatory Board and other relevant organizations to ensure an effective and timely fuel subsidy scheme for affected industries.

Gatchalian had submitted Senate Bill No. 384 to formalize the Pantawid Pasada fuel subsidy program (Transport Assistance).

According to the proposed legislation, qualified beneficiaries will get subsidies when the average price of Dubai crude for three consecutive months is at least USD80 per barrel, as it is at the moment.

The most recent price of Dubai crude was USD95.80 a barrel.

Tuesday saw price increases for gasoline, kerosene, and diesel of up to PHP6.85, PHP1.20, and PHP3.50 per liter, respectively.
