2023 budgeted amount of P3.52 billion for DAR’s land tenure services.

The Department of Budget and Management (DBM) said Thursday that approximately PHP3.52 billion will be allocated to the Department of Agrarian Reform (DAR) in 2023 to complete its land tenure services that will assist Filipino farmers.

The National Expenditure Program (NEP) 2023, according to the DBM, contains the projected funds for the DAR’s Land Tenure Security Program (LTSP) execution.

It stated that this year, the proposed LTSP budget was 12.68% larger than the NEP allocation of PHP3.12 billion.

According to the DBM, the projected PHP3.52 billion budget will allow the DAR to acquire and register around 27,942 hectares of land and distribute 27,102 hectares of privately owned agricultural and government-owned properties in favor of Filipino farmers.

It stated that the LTSP funds for the following year would go toward five subprograms: land acquisition and distribution, with a proposed budget of PHP3.03 billion; non-land transfer activities; landowners’ compensation by the Land Bank of the Philippines; post-land distribution; and other engagements in keeping with the LTSP, with a proposed budget of PHP11.89 million (PHP152.95 million).

The DAR is the primary government organization tasked with carrying out “complete and real” agrarian reform, which actualizes equitable land distribution, ownership, agricultural productivity, and tenancy security for, of, and with the landowners to improve their quality of life.

Along with the Support to Parcelization of Lands for Individual Titling and the Agrarian Reform Beneficiaries Development and Sustainability Program, the LTSP is DAR’s primary project.

Amenah Pangandaman, the budget secretary, claimed that funding for the LTSP will assist Filipino farmers to live better lives and increase their output.

She expressed sympathy for the farmers, stating that they continue to confront several difficulties that impede the expansion of the agricultural industry.

“Ang pangarap po ng marami sa ating mga minamahal na magsasaka ang pagkakaroon ng sariling lupa po. It is intended to be the most supportive home for the child. Many farmers hope to own land that they can cultivate in order to live comfortably, she said.

“Perhaps, makatulong po ang paglalaan natin ng pondo para sa LTSP in order to makamit ng ating mga magsasaka ang pangarap nilang magkaroon ng sarili nilang lupang sasakahin,” the hope is expressed (Hopefully, the proposed funds for LTSP would help farmers achieve their dream of having their own land). We wish to better their life and give them more self-confidence.

The DAR explained on its official website that leasehold operations or land distribution and purchase are two ways land tenure services are operationalized.

To secure farmers’ tenure, advance social equity, and give them access to the productive resources necessary to ensure their economic viability and productivity, land acquisition and distribution entail the redistribution of public and private agricultural lands to landless farmers and farm workers.

Contrarily, leasehold operation is a different non-land transfer strategy that applies to all tenanted agricultural lands, including those in retained areas, those that haven’t yet been purchased for distribution under the Comprehensive Agrarian Reform Program, and those that other legal provisions might protect.

President Ferdinand R. Marcos promised to give land to Filipino farmers in his budget statement.

He added that his administration “will continue to safeguard the rights of farmers and farm laborers through the stronger pursuit” of the Comprehensive Agrarian Reform Law.
