Before a motorcycle to be registered or renewed as a public utility vehicle for transportation or distribution, it must be roadworthy and meet specific standards.

House Bill 10571, also known as the Motorbikes-For-Hire Act, provides that the Department of Transportation (DOTr) must establish regulations and specifications for motorcycles that will transport passengers and products, such as parcels and mail.

There were no abstentions or no votes against the bill.

In accordance with the DOTr’s route rationalization plan, the Land Transportation Franchising and Regulatory Board (LTFRB) will have the jurisdiction to issue franchises in metropolitan and urban areas, as well as to establish the number of units and areas of operation.

The LTFRB will also set the rates, surcharges, and other transportation costs that operators, transportation network corporations (TNCs), and online e-commerce platform providers can charge (OEPP).

The law would allow motorcycles for hire to be operated through digital booking systems or at specified terminals.

Motorcycles for hire shall not be constrained by a single TNC or OEPP in order to maximize operation, but shall be able to employ a multi-homing method within a specific region of operation under the given franchise.
