LGUs’ CapDev initiatives will center on agriculture, health, and the environment: DILG

In order to ensure the effective delivery of devolved functions and services, the Department of the Interior and Local Government (DILG) on Wednesday pledged to carry out ongoing capacity development (CapDev) efforts to empower local government units (LGUs), particularly in managing agriculture, health, and environment services.

Agriculture, environment, health, and administrative issues are the priority sectors for provinces in the CapDev agenda, according to Interior Secretary Benjamin Abalos Jr., citing an analysis by the DILG known as the LGU Devolution Transition Plan (DTP) Analytics. The priority sectors for component cities/municipalities are agriculture, health, environment, social welfare, and administrative issues, as determined by the respective LGUs.

“Despite complete devolution, the administration of President Ferdinand R. Marcos Jr. is still committed to offering LGUs support and technical help. In a news release, Abalos urged the Local Government Academy (LGA) to take the initiative and work with national government agencies (NGAs) to boost CapDev projects where they are most needed.

In order to effectively meet the CapDev demands of LGUs, he claimed that the LGA, working with the NGAs, must calibrate its CapDev initiatives in relation to the outcomes of these analytics data.

In order to better support LGUs as they execute full devolution, he continued, “We must adhere to the results of the DTP Analytics as these will lead us on the most optimal CapDev activities to be implemented.”

The LGU budget for financial sector forums (FSFs) for full assumption, existing and proposed additional plantilla positions, the inventory of devolved functions and services, the phasing of the full assumption of devolved functions, services, and facilities by the LGU, as well as budget and performance monitoring for devolved functions and services are some of the areas covered by the Data Capture Forms (DCF) in the assessment, he continued.

The Bureau of Local Government Development (BLGD) of the DILG said the analytics also showed that LGUs recommended the hiring of additional regular staff in provinces, cities, and municipalities to help them with their health, agriculture, social welfare, and infrastructure responsibilities in a recently held regional briefing on full devolution.

According to Abalos, no province, city, municipality, or barrio will be left behind thanks to the anticipated increase in human resources.

75 provinces, 144 cities, 1,370 municipalities, and 39,450 barangays have already turned in their DTPs, as was announced in the briefing.

In order for LGUs that have not yet finished and filed their DTPs to be able to start operationalizing and incorporating it into their budget planning and revenue mobilization, they must hopefully meet the prerequisites.

He continued by saying that NGA and LGU conversations regarding the division of NGA programs, initiatives, and services supporting devolved functions are currently in progress.

According to Abalos, the LGA also carried out research based on the 2021 Seal of Good Local Governance indicators to assess the capability and effectiveness of LGUs in the context of the implementation of full devolution.

He said that it demonstrated that 878 out of the total 1,706 LGUs profiled, or 51%, had the high capacity and high performance and needed more intensive CapDev efforts to advance from their current state.

Only 455 LGUs, or 26.6 percent, are still considered to have low capacity and low performance. In order to improve their capacity and performance, they will require major foundational, enabling, and developmental interventions.

According to Abalos, the LGA has certified 59 Level 1 coaches to offer ongoing training in the creation of CapDev agendas to LGUs and educated 143 DILG and Local Resource Institution (LRI) coaches in 2022.
