The Senate is advocating for a PHP3,000 monthly allowance for village workers in addition to other incentives like restaurant discounts.

Tuesday’s public hearing of the Committee on Local Government was presided over by Sen. JV Ejercito and covered a number of local bills, including those concerning local holidays, the creation of new barangays, the Magna Carta for Barangays by Senate President Juan Miguel Zubiri, and the Magna Carta for Barangay Officials, Personnel, and Volunteer Workers filed by Senators Raffy Tulfo and Christopher Go.

The Magna Carta bills stipulate that villages will have local autonomy through the automatic release of funds from the federal government, due recognition of barangay officials as regular government employees with fixed salaries, allowances, insurance, medical coverage, and retirement benefits rather than just receiving honoraria, and preferential treatment for village workers.

The greatest form of these bills, according to Ejercito, will tremendously assist our barangay leaders, employees, and volunteers in their particular towns.

The House of Representatives passed its version in December 2022, which included benefits like monthly honoraria worth PHP3,000, hazard allowance not less than PHP1,000 per month, subsistence allowance for meals worth PHP100, and transportation allowance worth PHP1,000 per month for accredited barangay health workers who are actively and consistently carrying out their duties and responsibilities.

Go, who introduced a related bill in the 18th Congress, said that in order to improve the economic and social standing of barangay authorities and provide every barangay with the necessities for a decent, healthy, and comfortable life.

According to Tulfo, barangay employees play a key role in maintaining public order, safeguarding people’s lives and property, resolving conflicts, maintaining a wholesome environment, and providing essential social services.

“Their services could not be considered seasonal or casual but all year round,” he stated during the hearing.
