The regional office of the Department of Social Welfare and Development (DSWD) has enlisted the help of 162 locals in Salcedo, Eastern Samar, to build a communal garden and improve their communities’ water infrastructure.

According to DSWD regional information officer Joshua Kempis, the two activities classed as risk resilient programs were piloted in 18 villages of Salcedo town and ended on Monday.

“DSWD uses the Cash-for-Work (CFW) modality to implement the Risk Resilience Program (RRP) to increase the adaptive capacities of disadvantaged families in disaster-prone regions,” Kempis said in a phone interview Monday.

CFW is a short-term solution that provides unskilled and semi-skilled individuals with temporary employment in exchange for community service linked to climate change adaptation, mitigation, and catastrophe risk reduction.

For a maximum of 10 days of work, the recipients will be paid an amount corresponding to the regional wage rate. In the region, the current minimum daily wage is PHP325.

RRP orientations were also organized by the DSWD in the surrounding communities of Mercedes and Guiuan.

Because of its high vulnerability to climate risks and high poverty rate, Eastern Samar is one of the priority provinces for RRP implementation.
