A senator demanded on Friday that legislation that would give people with disabilities (PWDs) a set discount of 20% on expressway and skyway tolls be passed right away.

On the eve of the International Day of Persons with Disabilities, Quezon City Representative Marvin Rillo issued a plea to support the rights and welfare of people who have long-term physical, mental, intellectual, or sensory disabilities.

According to Rillo, House Bill 5275 would grant PWDs a 20% reduction on toll roads tolls paid through radio frequency identification (RFID) or comparable devices.

He claimed that as the proposed law would increase PWDs’ rights and benefits under the Magna Carta for Disabled Persons, it is consistent with the State’s objective to safeguard PWDs and advance their welfare and development.

After it is put into effect, Rillo added, “this legislation would unquestionably provide more substance to the Constitution’s mandate that the State prioritizes the needs of Filipinos who are most vulnerable to marginalization.”

He highlighted data from the Philippine Statistics Authority’s National Handicap Prevalence Survey, which indicated that roughly 13% of Filipinos aged 15 and older have a severe disability.

The study also revealed that more Filipino women (15%) than males are affected by “serious disability” (9 percent).

When the United Nations Convention on the Rights of Persons with Disabilities (CRPD) enters into force, he added, “Disability is considered on a bigger scale, not just in the Philippines but also in the globe, as a human right issue.”

To be eligible for the 20% discount, the PWD must register the automobile that will be using the skyway or expressway in their name and provide a copy of their PWD ID card to the tollway operator when they apply for an RFID tag.

The regulations governing the discount would have to be made by the Toll Regulatory Board of the Department of Transportation.

PWDs currently receive a 20 percent discount on all public transportation costs, including train tickets.
