Business licenses, permits, and HR officers will improve service at the front line

Rep. Rex Gatchalian of Valenzuela City’s 1st District said on Wednesday that the bill to make business license and permit officers a mandatory position in all cities and towns will help improve front-line services at the local level.

The former three-term city mayor and current chair of the House Committee on Local Government said, “By making the position of the BPLO officer official, we are also making local government more efficient in providing front-line services, like giving out business permits and licenses, and making it easier for businesses to do business.”

Gatchalian wrote House Bill 3831, which was included in the substitute bill that his panel approved on Tuesday. He said that appointing a BPLO officer will “institutionalize the Business Permit and Licensing Office as a revenue-generating office that will further empower LGUs.”

Under the parts of HB 3831 that were put into the approved substitute bill, the BPLO officer is in charge of processing business permits, licenses, and occupational permits. This includes figuring out how much each business in the municipality or city needs to pay in taxes, fees, and other charges.

The BPLO officer will also be in charge of making policies that will attract local and foreign investments and help define the development direction of the city or municipality. He or she will also start, review, and recommend to the mayor, among other things, ways to bring in more money for the city or municipality.

So, Gatchalian said, both national and local governments will now work harder to cut down on red tape and speed up business and non-business transactions. This will create a “more vibrant and thriving economic environment conducive to growth and confidence,” he said.

“The growth at every level of government will eventually lead to more good jobs for everyone and better delivery of government services, which will be good for the whole country,” Gatchalian said.

The replacement bill also wants to make it a requirement for all cities, towns, and provinces to hire a human resource management officer.

Rep. Margarita Ignacia Nograles of the PBA Party-list wrote HB 4296. She said that the lack of a Human Resource Management Officer (HRMO) has led to a very political situation, where the local chief executive is responsible for human resources.

Under the proposed measure, the HRMO will be in charge of making a resource development plan that will improve the way people are managed in the local government; setting up central records of personnel development documents; running ongoing human resource development programs and other capacity building interventions to improve the skills of officials and employees; and monitoring and evaluating the implementation of performance management systems.

Gatchalian said that the BPLO officer and the HRMO should have the rank and salary of a Department Head, as set out in the Local Government Code.

“We have to give them the right pay for their positions as managers. This will also help us find the best people for the job,” said Gatchalian.

Reps. Ruth Mariano-Hernandez (Laguna 2nd Dist. ), Manuel Sagarbarria (Negros oriental 2nd Dist. ), Wowo Fortes, Gus Tambunting (Paranaque City 2nd Dist. ), Richard Kho (Masbate 1st Dist. ), and Olga Kho are the main authors of the proposed measure (Masbate 2nd Dist.).

After the committee hearing, the bill was written with the help of everyone who was there.
