Possible effects of the PPA order are mentioned by logistics groups.
The potential effects of the Philippine Ports Authority (PPA) Administrative Order No. 04-2021 dictating the policy on the registration and monitoring of containers have been mentioned by a number of organizations in the logistics industry.
The PPA order, also known as the Trusted Operator Program-Container Registry and Monitoring System (TOP-CRMS), will increase the pressure on prices when it is implemented, according to Association of International Shipping Lines (AISL) president Patrick Ronas, who spoke at a press conference on Friday at the World Trade Center in Makati City.
The groups claimed in their joint statement that the port regulator failed to consider that its new order may aggravate the inflation rate, which would lead to higher costs for enterprises involved in the importation and transportation of different groups.
“The PPA disregards the fact that the average Filipino consumer, who is already suffering from an inflation rate of 8.1%, is the real victim of these increased charges. The policy will lead to a massive increase in the cost of staple foods and other goods, “The sentence was read.
They claimed that the added expenses would solely be passed along to the customers.
The groups asserted that the TOP-CRMS/Empty Container Storage Shared Service Facility (ECSSSF) will boost import costs by approximately 50%, which could add an additional PHP35 billion to the yearly import bill.
Importers and other logistics participants would be obliged to pay an additional monitoring and insurance fee for container deposits totaling PHP3,408 and PHP980, respectively, on top of their regular costs under the PPA’s TOP-CRMS proposal.
Along with potential effects on inflation, the groups warned that the new rule could result in additional port congestion and job losses in the logistics industry.
The Federation of Filipino-Chinese Chamber of Commerce and Industry, Inc., the Philippine Exporters Confederation, the Supply Chain Management Association of the Philippines, the Philippine Association of Meat Processors, Inc., the Philippine Multimodal Transport and Logistics Association, Inc., the Alliance of Concerned Truck Owners and Organizations (ACTOO), and the Alliance of Container Yard Operators of the Philippines are among the organizations that oppose PPA AO 04-2021.
The organizations have written to government representatives asking that the PPA AO 04 -2021 be revoked and requesting that economists examine its effects on inflation.
