VP Sara promises to fight systemic issues through education reforms.

In response to systemic issues in all facets of the sector, Vice President and Department of Education (DepEd) Secretary Sara Duterte promised to advocate for educational reforms on Monday.

Duterte said during the Basic Education Report (BER) 2023 that the sector is plagued by systemic issues that call for concerted government action.

Congestion in classrooms and harmed school infrastructure as a result of ongoing natural disasters that disrupt students’ learning environments are the DepEd’s top worries.

The necessity to create, repair and maintain school infrastructures in order to meet the country’s expanding student population is recognized by the Department, according to Duterte.

She mentioned that starting this year, the DepEd has budgeted money to develop more disaster-resistant schools.

“The Department has allotted PHP15.6 billion for new buildings as of 2023. We’ll construct classrooms and schools that are more resilient. We have the funding to construct about 6,000 classrooms in 2023,” she stated.

According to the BER, just 104,536 of the 327,851 school buildings in the nation are currently in good condition.

In addition to the infrastructural goals for this year, the DepEd promised to supply energy to schools, particularly those in rural areas.

“We will try to provide power over the next five years, especially in our last-mile schools. We’ll offer e-classroom resources for instruction and learning. 46 computers, two charging carts, two wireless routers, and one smart TV will be included in each bundle, she continued.

The DepEd has established a separate strand that is just concerned with school infrastructure and facilities in order to implement all of these.

Curriculum that is useful

She said the department intended to update the Kindergarten through Grade 12 curriculum to make sure graduates are more prepared for the workforce.

“The majority of seniors in high school realize they must pursue further education in order to secure work. The K–12 curriculum made the promise of producing marketable graduates. That pledge is still only a pledge, according to Duterte.

Only 10% of SHS graduates were employed, according to the Bureau of Curriculum Development, while 83% continued their studies beyond high school.

In order to generate lifelong learners who are endowed with 21st-century abilities, discipline, and patriotism, she declared, “We will overhaul the K to 12 Curriculum.”

She highlighted consulting experts, adjusting to regional and global best practices, and making decisions based on data in order to give kids the right skills rather than just familiarity.

Then, Duterte urged the private sector to assist the public sector in closing gaps or mismatches between education and employment.

“We appeal to the industry and to companies to accept our students in work immersions and recruit them after they graduate,” she added. “We want to make our graduates employable.”

To address employment mismatch, the DepEd will also collaborate closely with the Commission on Higher Education, Technical Education and Skills Training Authority, and the Skills Training Council.

The upskilling of instructors for more effective teaching techniques will also ensure strategies to increase students’ reading and numeracy abilities.

In order to concentrate on developing fundamental literacy and numeracy abilities in the early grades, particularly among disadvantaged pupils, she continued, “We will limit the number of learning areas in K to 3 from seven to five.

Duterte promised transparency in order to prevent problems with procurement corruption in light of the impending massive projects.

According to her, the DepEd’s action plans for learners may not be successful if these problems are not resolved, which is why a distinct strand for procurement was established.

According to the DepEd’s evaluation, previous procedures for centralized procurement involved, among other things, “delays in the submission of technical specifications; absence of updated rules and bidders; and minimal involvement of potential bidders.”

“There were some winning bidders that delivered late. Even worse, some winning bidders failed to make any delivery, she added.

“The Department of Education’s procurement procedures had warning signs that called for prompt action… This branch is tasked to make sure that services are provided in accordance with legal deadlines and procedures, the official stated.

In order to ensure accountability, Duterte also promised to work with other government agencies to clean up such issues.

Although the Department of Education has legal challenges, she stated, “we will work with government organizations to resolve these issues quickly and honestly.”

Only last month, the Senate Blue Ribbon Committee’s report on the alleged overpriced teacher laptop purchase recommended that numerous current and past DepEd officials be charged criminally and administratively.

In addition to infrastructure, curriculum, and procurement, the DepEd promised to address the demands for digitization, the complementarity of public and private schools, the mental and physical welfare of students, including that of indigenous groups and students with disabilities, those who are in conflict with the law, and to uphold protection against all forms of abuse, discrimination, or threats, as well as to ensure the benefits and protection of teachers.
