Inter-agency cooperation is necessary to combat human trafficking, according to Bureau of Immigration

To end illicit recruiting and human trafficking in the nation, government agencies must cooperate.

Norman Tansingco, Commissioner of the Bureau of Immigration (BI), stated that although victims of trafficking could be stopped at the ports, the issue should be addressed from the beginning.

“Trafficking is not primarily the responsibility of the BI because we can only stop victims when we come across them in official ports. However, trafficking occurs worldwide. In the cities, the barangays, and now online,” the BI director stated in a statement.

He pointed out that the BI is just one of the organizations working under the Inter-Agency Council Against Trafficking to combat the various facets of illegal recruiting and human trafficking.

Tansingco, on the other hand, agreed with Las Pias Representative Camille Villar’s suggestion to launch a parliamentary investigation into the dubious international employment opportunities that send Filipinos to work for organizations that run internet fraud schemes.

He said, “I urge Congress and Senate to look into this problem, especially this latest trend of hiring professionals who end up receiving physical punishment from their recruiters.

The Commissioner continued, “This is a personal goal for me to bring to light the atrocities of trafficking and allow all government agencies to address this critical problem.

Tansingco, meanwhile, reacted to Senator Risa Hontiveros’ recent assertion that the BI should be reorganized in light of complaints of human trafficking.

“We respect the good senator’s viewpoint, but the BI has increased its efforts to address this social issue. In reality, the deactivation of the BI’s port operations division (POD) prompted us to execute a significant organizational change,” he stated.

Following the Department of Justice’s approval of Tansingco’s proposal to restructure and streamline the operating structure of their airport services, the BI reported the deactivation of the POD in February.

The decision eliminates the centralized control over all airports and empowers and holds accountable the BI airport terminal heads, who are now directly in charge of the management and functioning of their individual terminals.
