CSC advises new doctors to always protect the health of others.

The head of the country’s civil service commission (CSC), Karlo Nograles, has urged the 1,573 newly licensed doctors to constantly uphold their solemn promise of protecting other people’s health.

Nograles made the request on April 19 at the Philippine International Convention Center in Pasay City, during the oath-taking rituals for newly minted doctors.

“(This day’s) oath-taking is more than just a formality to engage in the practice of medicine; it is a solemn act and an unbreakable commitment to uphold the ethical and professional standards of the medical community. May you always keep in mind the reason you chose this route, to protect the health of others, as you start your career as licensed doctors and achieve your dreams and goals, stated Nograles in his keynote address.

He also urged the new doctors to strive to pay it forward by serving as mentors to others, not to compromise their integrity as they pursue their goals, and to remember that public service is a public trust.

Nograles added that being a doctor extends beyond using medicine as a source of income.

According to Nograles, who cited doctors from the Philippine General Hospital (PGH) and the Luis Hora Memorial Regional Hospital (LHMRH), Drs. Jose Jonas D. Del Rosario and Annie Claire Pekas, “it is a vocation and a humanitarian calling to take the road less traveled to make a difference in the lives of the Filipino people.”

The CSC honored the two doctors through its Honor Awards Program for their dedication to continuing in public service despite the difficulties caused by the Covid-19 outbreak.

Nograles stated that doctors must always be accountable to the public, serve them with the utmost responsibility, integrity, loyalty, and efficiency, act with patriotism and justice, and lead modest lives, regardless of whether they choose to work in government or private hospitals and institutions.

CSC values high approval and trust ratings.

On Tuesday, Nograles expressed his appreciation to the Filipino people for their confidence in the agency as it fulfills its role as the primary Philippine government agency for human resources.

This comes after the CSC was placed ninth among the most trusted government agencies and tenth among those with the highest approval ratings in the latest 2023 Pahayag First Quarter Survey by Publicus Asia, which was held on March 2–6.

“Isang karangalan para sa CSC ang mapabilang sa pinagkakatiwalaan at sinasang-ayunang institusyon ng gobyerno,” the speaker said. (It is an honor for the CSC to be among the most dependable and acknowledged governmental organizations.) Makakaasa ang sambayanan na ating iingatan ang tiwalang ito at pag-iibayuhin pa ang ating mga ginagawang programa at serbisyo tungo sa mas mahusay na serbisyo sibil ng bansa. In a news release, Nograles stated, “We reassure the public that we will uphold this confidence and continue to strengthen our programs and services in order to provide a more effective public service.

He pointed out that the award is the result of CSC’s carefully designed policies and initiatives in 2022, which were intended to enhance the 1.8 million public sector employees as the nation works to rehabilitate itself after the pandemic’s peak.

CSC Resolution No. 2200209, which permitted the adoption of flexible work arrangements in the civil service, the continuing registration of public sector employee organizations (PSEOs) in order to further strengthen employee welfare, the ongoing implementation of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management or PRIME-HRM, and the initiatives of the CSC’s Civil Service Institute to improve employee welfare are a few of the CSC policies that stand out among those that were released last year.

According to Nograles, “These successes would not have been possible without the commitment and hard work of each and every CSC employee to make the organization the leader in empowering people in human resources.”

An example of this would be, “Ang mabilis at maayos nating pagbibigay ng serbisyo sa ating mga kababayan ang nagsilbing daan upang makamit natin ang pagkilalang ito. The prompt and effective provision of services to our people opened the ground for us to receive this distinction, therefore it is patuloy nating itaguyod ang pangunahing adhikain ng burukrasya – na paglingkuran ng tapat at mahusay ang sambayanang Pilipino. In order to serve the Filipino people honestly and effectively, the bureaucracy’s primary goal will continue to be promoted, Nograles stated. (
