As General Manager Cesar Chiong was placed under preventive suspension by the Ombudsman, the Board of Directors of the Manila International Airport Authority (MIAA) approved the appointment of Senior Assistant General Manager Bryan Co as an officer in charge on Wednesday.

During a radio interview, Transportation Secretary Jaime Bautista stated, “For the interim, we will appoint the next in line, the senior assistant general manager for operations,” noting that Chiong’s suspension is for six months but that a motion to lift the suspension order will be filed.

In a TV appearance, Bautista claimed that his organization was not aware that two MIAA officials, including Chiong, had been the targets of a complaint made by an unnamed entity.

He remarked, “We were surprised when we got the (Ombudsman’s) order,” and added that they are working with the legal team.

On a number of media organizations’ Facebook pages, a copy of Ombudsman Samuel Martires’ Order from April 28 has been published.

Chiong and Assistant General Manager Irene Montalbo are the targets of a complaint made by unnamed MIAA officials.

Both have been accused of serious misbehavior, abuse of power, and acting against the service’s best interests.

Approximately 285 employees were reassigned by Chiong less than a year after he took over his position in July 2022, according to the complaint.

Tuesday afternoon, Chiong released a statement in which he acknowledged receiving the Ombudsman’s Order and expressed confidence that, after outlining his case, he would be vindicated.

“In the little time I have been in charge of MIAA, its financial situation has significantly improved without any assistance from the government. One of my goals is to make MIAA financially sound. Others are equally important as well. But for the time being, I must concentrate on the current legal matter,” he remarked.
