According to a merchant marine industry insider, efforts are underway to enhance the curriculum of local maritime academies in the Philippines. The aim addresses concerns that tens of thousands of Filipino seafarers may lose their jobs if they do not meet certain international standards. Julius Magpantay, a faculty member at the Maritime Academy of Asia and the Pacific (MAAP), revealed that the Maritime Industry Authority (MARINA) and the Commission on Higher Education (CHED) are collaborating to address perceived weaknesses, particularly in safety education. πππ¨βπ
Magpantay mentioned that MAAP and other maritime academies anticipate receiving updated teaching guidelines once the regulatory agencies release the improved syllabus. He also stated that the course upgrades, published by MARINA and CHED, will be implemented immediately without waiting for the next school year. β©ππ’
The recent decision by the European Commission (EC) to continue recognizing safety certifications issued by MARINA provided a respite for the Philippine maritime industry. Magpantay attributed this favorable outcome to the intervention of the Philippine government. Around 30% of Filipino seafarers, including officers and ordinary seamen, were at risk of job loss, particularly those employed by European Union-based shipping companies. The European Maritime Safety Agency had identified deficiencies in the training and certifications. The EC’s recognition averted potential unemployment for up to 50,000 Filipino sailors. π΅πβοΈπΌ
Meanwhile, the Trade Union Congress of the Philippines (TUCP) proposed that ship owners, employers, and the government provide the necessary support for the continuous education and upskilling of Filipino seafarers in response to the disruptions brought about by the fourth industrial revolution (Industry 4.0). The TUCP emphasized the need to enhance the competency of Filipino sailors to ensure their continued employment and successful transition amidst advancements in maritime fuels and networked digital information systems. The labor union urged the government to take appropriate measures to position Filipino seafarers as the preferred international hires. π₯ππͺ
