In 2021, a massive jump in ICT infrastructure will make individuals more connected.

The Philippines, including some of the country’s most distant areas, are now better linked because of massive investments in ICT infrastructure by the Department of Information and Communications Technology (DICT), its government partners, and the private sector.

The average broadband and mobile internet speeds in the country improved dramatically under the tenure of previous DICT Secretary Gregorio “Gringo” Honasan II, who left in October to run for senator in the 2022 elections.

According to Ookla’s newest global internet speed index, the average fixed broadband download speed in the Philippines is now 46.44 Megabits per second (Mbps), while the average mobile download speed is 18.68 Mbps.

In July 2016, the average broadband download speed was 7.92 Mbps for broadband and 7.44 Mbps for mobile, compared to an average broadband download speed of 7.92 Mbps for broadband and 7.44 Mbps for mobile.

Ookla currently ranks the Philippines 72nd out of 181 countries for fixed broadband internet speed and 90th out of 134 countries for mobile internet speed.

“Connectivity, which encompasses data and information access, is now designated as a right, alongside food, clothing, shelter, and health care,” Honasan stated.

Through its “Free Wi-Fi for All” campaign, the DICT, which is presently led by Acting Secretary Emmanuel Rey Caintic, has achieved significant progress in ICT development in the country’s distant reaches.

“We will expand on the department’s achievements in fostering digital transformation across the country.” “Our mission remains unchanged: to link all Filipinos to the benefits of the digital economy, regardless of where they live,” Caintic stated.

After increasing its rollout rate from roughly 800 sites each year from 2016 to 2019 to a total of 4,305 sites in 2020 alone, there are now 11,203 free Wi-Fi stations across the country as of October 1.

The DICT launched the “Digital Infrastructure Monitoring System: Tower Watch PH” in September to supplement the joint memorandum circular led by the Anti-Red Tape Authority (ARTA), which streamlines the issue of necessary clearances for erecting common towers.

The project attempts to reduce regulatory barriers to ICT infrastructure development in the country.

The DICT and the University of the Philippines โ€“ Technology Management Center (UP-TMC) signed a memorandum of understanding on June 28, 2021, to grant scholarships to 1000 government employees in the government chief information officer master’s program.

The Center for Global ICT Training, Certification, and Recognition was founded to provide training and industry-level certifications, and it is expected to be integrated into the ICT Academy, which will oversee the DICT’s capacity and capability-building activities.

Since the program’s beginning, DICT has developed a total of 4,745 Tech4Ed centers, which are aimed to offer marginalized sectors with possibilities in the digital economy.

The DICT joined several inter-agency initiatives as part of the national government’s Covid-19 response, resulting in the operation of the Vaccine Information Management System, which serves as the primary processing and analytics system for Covid-19 vaccinations, as well as the DICT Vaccine Administration System (D-VAS).

The DICT was also responsible for the creation of the VaxCertPH portal, which enables the provision of digital and consistent Covid-19 vaccine certifications.
