New law protects historic vehicles as an important component of Philippine culture.
MANILA, Philippines — A leader in the House of Representatives said on Wednesday that the new law preserving vintage automobiles recognizes that motor vehicles are an important element of Philippine culture and heritage and must be maintained.
Vintage vehicles, according to Deputy Speaker Wes Gatchalian, one of the primary authors of the Vintage Vehicle Regulation Act, or Republic Act 11698, not only stood the test of time, but also served as a testament to the ingenuity, artistry, and skills of their mechanics and builders, as well as the dedication and passion of their owners.
“I feel we are simply custodians for the next generation, which is why we must promote, defend, and preserve these antique vehicles,” Gatchalian said as he applauded the law’s passage.
The legislation regulates all areas of vintage car regulation, including their protection, preservation, enhancement, and promotion as national heritage, as well as the creation and strengthening of policies that promote them.
It also aims to expand economic opportunities for small and medium-sized businesses that may engage in international markets for the restoration and maintenance of antique automobiles, as well as the production of spare and replacement parts.
According to Gatchalian, the law aims to promote tourism by encouraging the construction of vintage vehicles or automotive museums, displays, vintage motorsports, and other such activities.
He mentioned that numerous car clubs and enthusiasts, such as the Manila Sportscar Club, the Land Transportation Office, and the Philippine National Police’s Highway Patrol Group, had indicated support for the bill’s passing.
Restoration shops and enterprises in the business of importing historic vehicles for restoration and export in the Philippines are entitled to take advantage of the fiscal and tax incentives granted by Republic Act No. 11534, sometimes known as the “CREATE Law.”
Vehicles that can register and profit from the rule must be at least 40 years old from the date of manufacturing, with original or authentic chassis, engine, steering, and suspension, and a body that has not been altered in appearance.
Other benefits include exemption from the Clean Air Act, anti-pollution tests, safety, and road-use regulations, and other regulations that were not in place at the time these vintage cars were built.
However, as required by RA 8750, the Seat Belts Use Act of 1999, historical automobiles constructed after December 31, 1967, must be equipped with safety belts.
Vintage automobiles are permitted to display unique license plates that include the words Vintage Vehicle, as well as the model and year of manufacture, in addition to the standard letters and numerals seen on license plates.
To avoid the government being burdened with more automobiles on the road, Gatchalian stated that these historic cars will only be utilized for personal purposes and/or recreational driving.
A vintage car can never be utilized as a public utility vehicle or for commercial transportation of people or products, according to him.
