House panels advocate for utilizing the special education money more widely.
A technical working group (TWG) composed of two House of Representatives panels has been established to coordinate a number of legislation that would increase the use of the Special Education Fund (SEF).
House Bills (HB) 558, 1200, 1286, 1530, 1619, 3018, 3512, 1583, and 5932, all of which seek to amend the Local Government Code of 1991 to broaden the intent and scope of the SEF, were consolidated and fine-tuned during a joint committee hearing on Thursday between the House Committee on Local Government and the Committee on Basic Education and Culture.
The House Committee on Basic Education and Culture’s chair, Roman Romulo of Pasig City, said that HB 1530 gives the Department of Education (DepEd) the right to charge funds from the SEF during times of national emergencies or whenever the Executive Department considers it necessary.
To help teachers focus on the kids, it also suggests allowing the hiring of administrative or non-teaching employees.
Romulo said that the suggested changes would enhance the nation’s capacity to respond not only to the pandemic’s ongoing effects but also to similar calamities in the future.
“It is undeniable that our student’s welfare is of the utmost importance. Although we are committed to continuing our learners’ education in the context of the Covid-19 (coronavirus disease 2019) crisis, we also want to ensure that the caliber of education we provide is competent even in non-crisis situations “said he.
In accordance with HB 1530, Romulo’s proposal prioritizes the provision of school uniforms and accessories.
The author of HB 1286, Pangasinan Rep. Christopher de Venecia, claimed that the SEF’s scope under the Local Government Code has been extremely constrained and does not always take into account the present demands and goals of the public school system.
In order to give our public schools the freedom to solve their urgent needs that would not be promptly addressed by the national appropriations, he said, the SEF’s coverage should be expanded to include a more up-to-date listing.
In contrast, the early childhood care and development program would receive additional financing under De Venecia’s proposal.
Additionally, he put an emphasis on building more innovative learning spaces, libraries, and other amenities, as well as enhancing public primary and secondary schools.
