DND tweaks ROTC implementation strategy
The Reserve Officers’ Training Corps (ROTC) program is required for all students and will be implemented by the Department of National Defense (DND) in collaboration with partner organizations.
Secretary Carlito Galvez Jr. thanked lawmakers, including Senator Ronald dela Rosa, who are advocating for the law, in a statement on Saturday.
We pledge to participate actively in the legislative process by offering our full cooperation and feedback whenever and wherever it is required, according to Galvez.
According to him, the Commission on Higher Education, the DND, the AFP, and other supporting organizations have already put forth a plan for how the ROTC program would function.
As we prepare our staff, logistics, and financial needs for its complete implementation, Galvez stated, “We may implement it utilizing a staged method in which we will have pilot and simulation runs in selected universities.”
Briefly stated, the implementation process will include planning, curriculum development, implementer selection and training, personnel, logistics, and budget planning, selection of pilot volunteer schools based on results of their facilities and capacity evaluation, pilot programs, and simulation in volunteer schools, expansion to regions, gradual implementation, evaluation, and further fine-tuning, and full implementation in all schools.
Two to three years are anticipated to pass between the law’s enactment and its initial implementation, and five years are anticipated for its full implementation.
The Regional Community Defense Groups of the Philippine Army, Air Reserve Centers of the Philippine Air Force, and Naval Reserve Centers of the Philippine Navy will be used by the DND and AFP to manage the ROTC program.
To improve the nation’s ability to respond to disasters, President Ferdinand R. Marcos Jr. personally is in favor of making ROTC once again required.
He claimed that although Filipinos are always willing to assist in times of need, those who do so must be adequately taught and equipped with the necessary knowledge and abilities.
Senator Sherwin Gatchalian gave the military and DND assurances of financial and logistical support on Wednesday, while Senators Dela Rosa and Francis Tolentino suggested reservists might be used as ROTC instructors.
A proposal to create an optional four-year ROTC program and a two-year mandatory National Citizens Service Training program was adopted by the House of Representatives in December of last year.
