The Metropolitan Manila Development Authority (MMDA) reaffirmed on Wednesday that the resolution prohibiting the unvaccinated from leaving their houses during Alert Level 3 or higher was unanimously adopted by all 17 mayors in the National Capital Region (NCR).

The MMDA claimed in a statement that one of the MMC Secretariat workers “erroneously reported” to MMDA General Manager Romando Artes that Marikina City Mayor Marcy Teodoro did not sign the resolution.

“To clarify, Marikina Mayor Marcy Teodoro deferred his signing on the resolution until he had thoroughly studied its context,” said the MMDA.

It stated that Artes “would accept full responsibility” for the error, stressing that the MMDA resolution that Teodoro did not sign did not emanate from the MMDA’s official outlets.

The MMC, which is made up of the 17 mayors of the NCR and the MMDA, issued MMDA Resolution 22-01, series of 2022 on Monday, urging local government units in the NCR to pass regulations prohibiting the unvaccinated from leaving their houses.

Unvaccinated people and minors, on the other hand, are free from these restrictions in specific situations, such as purchasing vital products and services, traveling to work, and engaging in solo outdoor activities.

Meanwhile, the Philippine National Police (PNP) has stated that it is prepared to assist in the implementation of regulations requiring the public to provide valid immunization cards while entering malls and other venues.

“The PNP does not make its own decisions.” In a statement, PNP Chief Gen. Dionardo Carlos defended police officers who may be questioned by recalcitrant people, saying, “We base our enforcement on approved directives.”

In this scenario, he claims, the police are obligated to follow local government regulations and executive directives (LGUs).

“We urged our people on the ground to appropriately coordinate with the LGUs so that there is a clear and uniform direction on how to implement ordinances, including any exclusions to the rule that may exist.” “We don’t want to wind up with different interpretations of how the provisions are actually applied,” Carlos explained.

Finally, he said, each establishment has the obligation of informing its security officials about the local regulations, adding that the PNP would step in if tensions rose due to public resistance to producing proof of vaccination.

Carlos remarked, “We remind these private security agents to keep their calm and learn to diplomatically explain the basis of such policies.”
