The chair of the CSC is retiring on February 2nd, leaving a legacy of change and concern.
Alicia dela Rosa-term Bala’s as head of the Civil Service Commission (CSC), the Philippine government’s key human resource (HR) body, will expire on Wednesday.
Bala, who has competence and years of experience in social work, was appointed by the late President Benigno Aquino III in October 2015.
She developed policies and initiatives that empowered and uplifted civil servants, fostered social change and development, and spread malasakit (concern) to HR management in the public sector.
The CSC issued guidelines to institutionalize occupational safety and health, as well as mental health, programs in the public sector, while she was in charge.
In support of the government’s anti-drug effort, it also enacted laws requiring civil officials to submit to random drug testing.
To make the test procedures more accessible, rules on administering the Career Service Examination-Pen and Paper Test to persons with disabilities, pregnant women, and senior citizens, as well as female examinees wearing Muslim covering/clothing, were also provided.
In collaboration with the Department of Labor and Employment, she also led the Commission in the release of implementing rules and regulations for the issuance of 105-day expanded maternity leave to female workers, as well as the 60-day adoption leave for qualifying parents.
The CSC issued interim rules in the previous two years to enhance civil servant welfare and assure the continuation of public services in the face of the global Covid-19 pandemic.
Quarantine, isolation, and/or treatment, adverse events following immunization, and community quarantine restrictions, among other things, were covered by the policies, which allowed agencies to adopt alternative work arrangements and civil servants to take advantage of excused absence with pay for not being able to report for work.
The Rules on Administrative Cases in the Civil Service (RACCS) and the Omnibus Rules on Appointments and Other Human Resource Actions in the Civil Service (ORAHRA) were both issued in 2017. (ORAOHRA).
The ORAOHRA maintains the merit system in the civil service through rules on appointments and other HR actions, whereas the RACCS deals with administrative disciplinary and non-disciplinary issues.
The CSC began holding an annual employment fair in 2018 to help connect hiring agencies with unemployed Filipinos and worked with BDO Foundation Inc. and the Bangko Sentral ng Pilipinas to launch the Financial Education Program for Civil Servants during her term.
The CSC has been awarded Silver Level accreditation by Investors in People (IiP), an international organization that analyzes organizations for people management practices, under the Generation 6 criteria.
It came in sixth place overall among 530 IiP organizations with 250 to 4999 employees, and first among public sector organizations.
It was also a finalist in the IiP Awards’ Excellence in Social Responsibility Category.
The Commission’s proposal was chosen from 300 submissions from 20 nations, and it was recognized in an awards ceremony in London in June 2016.
She was also Chairperson of the Career Executive Service Governing Board since October 2015; Chairperson of the Scientific Career Council, National Academy for Science and Technology, Department of Science and Technology since September 7, 2016; Development Academy of the Philippines Board of Trustees Chairperson since June 27, 2018; Eastern Regional Organization for Public Administration (EROPA) Executive Council Chairperson from January 1, 2020, to December 31, 2021; and the Eastern Regional Organization for Public Administration (EROPA) Executive Council Chairperson from January 1, 2020, to December 31, 2021.
During her time, the 10 member states’ heads of state signed the first Asean Document on Civil Service Matters, the ASEAN Declaration on the Role of the Civil Service as a Catalyst for Achieving the ASEAN Community Vision 2025.
She worked for 39 years at the Department of Social Welfare and Development, most recently as undersecretary from 2005 to 2015 and deputy secretary-general for the ASEAN Socio-Cultural Community in Jakarta, Indonesia, from September 8, 2012, to September 7, 2015.
