MANILA, Philippines — Defense Undersecretary Cesar Yano stated Wednesday that the formation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) is “the best thing” that has happened to the Philippines.

Yano, who also heads the NTF-peace, ELCAC’s law enforcement, and development support cluster, said the government’s whole-of-nation approach, in which all government agencies work together to provide sustainable interventions to conflict-cleared areas and former combatants, was the best way to combat communist terrorist groups (CTGs) and their impact.

“We were at Caraga the day before yesterday.” For the first time in history, the governors have acknowledged that the NTF-ELCAC is the best thing that has happened to our country,” Yano remarked.

The CTGs’ biggest defense, according to Yano, a retired military general, is their weaponry, as well as their capacity to harass individuals and cause fear in companies so they may extort more.

He claimed that communist terrorism has caused the country and its people so much misery for the past 53 years.

He went on to say that the anti-insurgency campaign’s development initiatives must continue.

“Tapusin na natin ito. Hayaan na natin na magreklamo ng magreklamo sila (Let’s end this. Don’t worry about them keep on complaining), anyway we have the support of the entire nation,” Yano added, pertaining to members of leftist militant organizations hitting the NTF-ELCAC over “red-tagging” issues.

The same left-wing organizations demanded that NTF-ELCAC be abolished and defunded.

Yano stated that the government is committed to ending the communist armed struggle and recruitment methods under his cluster.

“Maganda ‘yung samahan namin. Bakit bubuwagin pa namin ito. Ituloy natin ito (We have a good team. Why would dismantle it. Let’s continue this),” Yano said.

Nearly 24,000 members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) were persuaded to return to the fold of the law by the NTF-ELCAC.

A demonstration that the Duterte administration’s “whole-of-nation approach” to combating communist insurgency “truly works.”

The United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines have all designated the CPP-NPA as a terrorist organization.

On June 23, 2021, the Anti-Terrorism Council formally recognized the National Democratic Front (NDF) as a terrorist organization, identifying it as “an inherent and inseparable part” of the CPP-NPA, which was established in April 1973.
