Continue road clearance operations; tricycles must be removed from highways: DILG

MANILA, Philippines – Secretary of the Department of Interior and Local Government (DILG) Eduardo Ano urged local government units (LGUs) on Friday to continue the nationwide Road Clearing Operation (RCO) and anti-tricycle campaign on national highways to protect children from road accidents after schools switched to face-to-face classes.

“The Road Clearing Operations and the “no trike on national highway” campaign must continue. ningas-kugon ningas-kugon ningas-kugon ningas-kugon (We cannot lack sustained perseverance on this). We urge our local governments to keep up the good work in protecting our children from traffic accidents, especially now that face-to-face sessions are about to start,” Ano stated in a press release.

According to Ano, 93.53 percent of the 41,365 barangays covered by the RCO initiative continue to respond to the call to clear streets of obstacles in March 2022, with the most recent data reported on May 6, 2022.

He observed that all regions had an adherence rate of more than 80%, demonstrating the hard work put in by barangays to ensure that their roadways are clear of obstructions and safe for children to travel.

In the absence of alternative routes, he said LGUs and the PNP must ensure that national highways are free of tricycles and pedicabs unless otherwise approved by ordinance.

In order to design or evaluate its tricycle route plan, the DILG Secretary further stated that each city and municipality should guarantee that their tricycle task force is activated and distinct from the tricycle regulatory bodies.

“Kadalasang tricycle ang sinasakyan ng mga bata sa pagpasok sa eskuwela, kaya naman mahalaga na tiyaking ng mga LGUs na ligtas ang daan at sumusunod ang mga drayber sa mga limitasyon nila.”

Road traffic injuries vs. policies

According to Ano, newly elected officials (NEOs) should consider creating regulations to safeguard children from road accidents, as this will play a crucial part in ensuring that kids are safe on the streets and away from traffic injuries.

He urged them to incorporate road safety protection for children in their priority projects and/or sustain existing measures, as well as to penalize persons who expose children to the risk of road traffic injury.

He believes that as new LGU officials, NEOs have the best opportunity to set the pace and introduce new programs on top of their platforms.

“As a result of the flood of children using roadways to get to and from school, youngsters are exposed to road accidents. These road safety rules have the potential to save lives and minimize traffic collision deaths and injuries,” Ano said.

Meanwhile, DILG Undersecretary and Spokesperson Jonathan Malaya asked local governments to participate in the National Child Road Safety Law Enforcement Visibility activities, which will highlight the government’s efforts to improve road safety for children.

Cities like Quezon, Valenzuela, Tuguegarao, Danao, Ormoc, and Zamboanga are taking part in the event, according to Malaya, by setting up separate checkpoints surrounding schools to offer information, education, and communication materials on various road safety rules.

“We are also inviting all local government units across the country to join us in National Child Road Safety Law Enforcement Visibility events and engage by launching parallel activities, advocacy initiatives, and associated programs in advance of the start of courses,” he said.

The National Coalition for Child Road Traffic Injury Prevention, in collaboration with national government agencies and civil society organizations, is leading nationwide child road safety law enforcement visibility operations as part of the government’s ‘Oplan Balik Eskuwela.’
