LTO will increase random inspections and PUV driver drug testing.
As part of its responsibility to guarantee the safety of road users, the Land Transportation Office (LTO) will step up its inspection of land terminals and conduct random drug testing on public utility vehicle (PUV) drivers.
The LTO stated in a Facebook post on Thursday that the initiative complies with Section 15 of Republic Act (RA) No. 10856, also known as the Anti-Drunk and Drugged Driving Act of 2013.
This is a goal of the LTO, according to the statement, which is to guarantee everyone using the roads is safe, especially those who are riding.
Drivers caught driving while impaired by alcohol or illegal drugs will have their licenses taken away and need to go through drug rehab.
Only this year, from January to August, did the LTO’s Law Enforcement Service – Anti-Drunk and Drugged Driving Enforcement Unit report 558 road crash events (LES-ADDDEU).
A total of 476 drivers tested positive for alcohol impairment throughout this time, causing 17 fatalities and 281 injuries.
According to the statement, “The LES-ADDDEU placed the driver’s licenses of the drivers who were involved in these incidents and who tested positive for alcohol intoxication under alarm and preventive suspension for 90 days pending the issuance of an LTO resolution to determine the administrative sanctions and corresponding penalties that will be imposed on the violators.”
It is forbidden for anybody to operate a motor vehicle when impaired by alcohol, harmful drugs, or other comparable substances, according to Section 5 of RA 10856.
On the other hand, Section 7 of the law requires that drivers of motor vehicles engaged in motor vehicle accidents submit to chemical and alcohol testing, including drug screening and confirmatory tests, particularly if the accident resulted in fatalities or serious injuries.
