With APT partners, PH is prepared to launch a new work plan: PBBM

The new work plan between the Association of Southeast Asian Nations (ASEAN) and its partners in the ASEAN Plus Three (APT) for 2023 to 2027 was expressed by President Ferdinand R. Marcos Jr. on Saturday.

Marcos made the vow, according to a statement from Undersecretary Cheloy Garafil, officer-in-charge of the Office of the Press Secretary (OPS), during his intervention at the 25th APT Summit in Phnom Penh, Cambodia.

President Marcos stated that the Philippines is still ready to work with ASEAN Plus Three partners on the New Work Plan 2023–2027, which would serve as a roadmap for the following five years, during the 25th ASEAN Plus Three Summit in Phnom Penh, according to Garafil.

The strategy will focus on a number of areas, including public health, food security, financial cooperation, and the digital economy, especially as the area draws closer to the post-pandemic recovery.

The 10 ASEAN member states and their three conversation partners, China, Japan, and South Korea, make up APT.

In order to realize its “long-term” aim of creating an East Asia community, with ASEAN as the driving force, the regional bloc’s collaboration with its three conversation partners over the next five years will be strengthened in accordance with the APT Cooperation Work Plan 2023-2027.

The work plan outlines strategic steps to improve collaboration in a number of areas, including connectivity, sociocultural diversity, economic and financial stability, and political and security stability.

It also aims to promote ASEAN integration projects, involve players in developing the East Asian community, and put various institutional support and follow-up procedures in place.

State-run Radio Television Malacanang (RTVM) reported that in a second Facebook post, Marcos urged his fellow leaders to expedite the execution of the Master Plan on ASEAN Connectivity (MPAC) 2025 and to further develop APT ties in the digital sector.

I sincerely believe that when we look back on today in the future, we will remember it as a day when the ASEAN community joined forces with its Dialogue Partners to advance, placing ASEAN at the forefront and leaving no one behind. As stated by RTVM, Marcos said, “Together, we can overcome any obstacles and rise over fresh obstacles as one.

Sustainable infrastructure, digital innovation, seamless logistics, regulatory excellence, and people mobility are the five essential topics that MPAC 2025 focuses on.

Marcos advocated for the master plan’s early adoption and suggested investigating “smart agriculture” and running programs to increase ASEAN countries’ capacity.

He also suggested continuing conferences that address local issues with agriculture and food security, as well as diversifying the APT Emergency Rice Reserve (APTERR) by adding other commodities and basic foods to the reserve.

“Achieving food security and self-sufficiency through the adoption of new technologies and improved connectedness to national, regional, and international value supply chains. In the area, this must be one of our top concerns, Marcos remarked.

“The Philippines confirms our dedication to participating actively in the APTERR, or ASEAN Plus Three Emergency Rice Reserve. Our nations benefit greatly from APTERR. Because of the topography and position, we are particularly susceptible to dangers and natural disasters, he continued.

As part of the post-pandemic recovery of the region, Marcos also underlined the significance of promoting peace and security in the marine sector.

He asserted that the “multi-faceted nature” of marine cooperation must be strengthened by ASEAN and its dialogue partners.

In line with the pertinent international and regional treaties and agreements, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), Marcos said, “let us continue to work with our APT partners through activities such as safety and freedom of navigation, with a view to promoting peace, stability, security, and prosperity.”

Marcos reiterated his plea for North Korea to abide by UN Security Council resolutions that forbid it from conducting ballistic missile tests during the meeting.

This occurred as Marcos underlined the importance of preserving the region’s peace and stability.
